In April, the council considers the recommendations and approves the funding allocation.City staff submits the approved recommendations and the plans to HUD in May for their approval. CDBG is administered by the federal HUD that funds local community development activities that serve low-income communities through public services and capital projects, Wong said. Milpitas City Council is expected to review the plans April 19, a noticed public hearing, Wong said.

"Project Sentinel pursues housing discrimination cases, mediates tenant/landlord issues and provides homebuyer counseling services," Wong said. "Staff submits the approved recommendations and the plans to HUD in May for their approval." With regard to fair housing, Wong said the city mainly gives block grant money to Project Sentinel, a nonprofit organization that specializes in housing issues, including fair housing and housing discrimination.
